Without seeing exactly where you mean and assuming your thoracic nerve distribution is what they show in Google dermatome maps it can be from Thoracic nerve distribution sensory fibers from C7T2-10. But also see 49711040_Corresponding_Scapular_Pain_with_the_Nerve_Root_Involved_in_Cervical_Radiculopathy et al. You could also get a EMG study to locate exactly. Good Googling and EMGing.

Although answered previously, will repeat the current understanding of "notalgia". This involves a confluence of peripheral sensory nerve fibers which have been specifically afflicted by a focal disorder. There is no one nerve root or specific large peripheral nerve involved. An EMG study would be fruitless, but a local skin punch biopsy might show pathology. Would not see rationale, however.
