It can be due to those sinuses never having formed. While all sinuses forming normally is of course the usual expectation sometimes people have some that do not called aplasia. This happens about 4% of the time, and sometimes it may not aerate (10%). If you know you had sinuses before, such a change needs further evaluation even if no symptoms yet
