Rare hamburger can be a risk for food borne infection, but quite rarely; and the symptoms don't start sooner than 24 hours after eating it. Cramps right after eating have nothing to do with how well it was cooked. Just be on the lookout for diarrhea tomorrow, otherwise don't worry about this. (Raw beef, called steak tartare, is served in many fine restaurants and rarely causes health problems.)
