certain vascular conditions can do that. Find a good MD and he/she will examine you and find cause.

Such livedo reticularis, which I find is more common in females, is usually a benign transient occurrence caused by being chilled and resolves upon warming. Serious vascular pathology doesn't respond that well to warming. If you still have concerns, see your MD or a vascular specialist for evaluation & advice.
