It appears that it is referred pain through the trigeminal nerve which has multiple branches, especially since the pain on #19 only occurs when #14/15 hurt.

That's an unusual pathway for pain referral. The affected upper molars may be out of position, or damage to a crown cn alter occlusion, which will irritate there opposing molar. Other possibilities include pernicious habits. fracture, among other reasons.
