Yes, any inflammation, including that due to a viral infection can raise D-dimer. For example infection with Covid-19 virus can result in very high D dimer levels.

Yes, definitely as any other inflammatory state, that is where the test has to be ordered only in certain circumstances, otherwise becomes uninterpretable.
