Currently taking x2 10mg baclofen 3x daily. about 6 hours apart. wanting to eventually halve the overall daily dosage. would you expect that starting by halving just one dose a day (may be the midday dose) would cause a withdrawal response?

THE CORRECT WAY TO REDUCED IS 2X10 TID, TO 10 TID, THEN 10 BID THEN 10/DAY AND THEN OFF. DOING THE REDUCTIONS EVERY 5-7 DAYS

That generally would be fine. However, before adjusting medications on your own, you should have this discussion with the prescribing doctor to make sure that you are not messing with the treatment objectives of that particular doctor and/or setting yourself up for unpleasant effects.
