Syphilis and HIV are entirely different infections and neither causes the other. However, they obviously share a common route of transmission (unprotected sex) and therefore many people with either of them often has the other as well.

No, different infections, they can definitely coexist as STD’s and have to be treated separately. An infectious disease specialist may be needed. Syphilis is linked otherwise to an increased risk of HIV transmission.
