Moraxella osloensis can cause external eye disease such as conjunctivitis but it rarely causes a systemic disease unless the host has severe comorbidities. Normal eye flora means the bacteria are the common, innocent inhabitants in the eyes or tear ducts.

We are all normally covered in multiple organisms that are not causing any disease at that time. That is what normal flora means. However, under the right (wrong) circumstances, bacteria that are normal flora can break through barriers and cause disease. M. osloensis can cause infections of the outer eye surfaces and even rarely endophthalmitis sometimes.
