This is totally normal. In virtually all sexually mature males, one testicle may be slightly larger than the other and hang lower. This is so common that men's custom tailors have words for it: "Do you dress right or left?" Meaning they leave a bit more room on one side of the midseam or the other, because both testicles normally fall on the side of the lower one.
