Some do: All trained in general surgery at some time. Some have international training or military exposure. Some still practice the broad specialty. Some are trauma trained and active so ask.

Yes: Thoracic surgeons are physicians, just specialized in treating diseases involving the chest, but all doctors get some exposure to other medical issues, either in medical school or training. If you have a question, ask them.
