Mostly. Rinsing your mouth with mouth wash or water will remove most of the fluoride, but that does not diminish the effectiveness of fluoride toothpaste in preventing cavities.

Fluoride is not a shield that goes on over your teeth like a coat of paint. It changes the chemical nature of your teeth, making it impervious to damage from acids. Toothpaste is the delivery system for the fluoride, and is washed away by the liquids you rinse with (including mouthwash), the foods you eat, saliva, etc. Mouthwash is not a substitute either flossing or brushing.
