the loos tissue you are seeing is the conjunctiva, and the wrinkling is conjunctival chalasis, or pleating of the conjunctiva. It may be due to dryness or allergy, and it can be shortened by an in office procedure.

The sclera (the white outer coat of the eye) is not "loose". You may be seeing the clear skin on the outside of the eye (conjunctiva). Almost certainly nothing needs to be done about this.
