Nevus: This is most likely a deposit of pigment which some would call a nevus. It is more common to be on this part of the eye in more darkly pigmented races. It is probably in the conjunctiva as this would be rare on the sclera. It can be removed by your ophthalmologist if it bothers you cosmetically but that is usually not covered by insurance. Really, really rarely this can be a melanoma.
