Look at diet, food: allergies, sleeping patterns (with pillows, side sleeping) and other causes for both at a young age. The darkness could be permanent if there is hyperpigmentation occurring from long term venous congestion from low grade food/environmental allergies. If you have puffiness too, and crows feet or lower lid lines, this is related to the above, and not corrected with eyelid surgery unfortunately.

No: This is generally allergic and inherited so you can try allergy meds and cool soaks to see if it helps. If not, see a dermatologist.

Eye wrinkles: You should talk to your parents about how you feel. I would not advise any cosmetic procedures at your age.

Find the cause: Some of it can be genetic, if the darkness is under the eyes, it can be from anemia, fatigue or nasal allergies, you need to have it checked and remedied.
