It is really not possible to advise you on who should perform your treatment. The choice is yours. The generalist would perform procedures only that he/she is comfortable doing. I am a general dentist who has been successfully placing implants for 30+years, but if a patient wants an oral surgeon to place the implants, I have no issue with it.

Your general dentist can place your implants and restore them. An oral surgeon can place the implants and then refer you back to your general dentist to restore the implants with the final crowns. It is your choice how you are most comfortable with the treatment. Cost is not the only factor, you need to be comfortable with the treatment and the practitioner that you choose.

It is unfortunate that the root canal treatment has failed. Solution of having tooth removed and 2 implants/crowns placed is probably the best solution. As Oral Surgeon has considerably more training/experience doing surgical procedures, I would be inclined to recommend that route of treatment.
