No. Chronic hepatitis is one of the causes of cirrhosis. You already mentioned alcohol. Non-alcoholic fatty liver can progress to cirrhosis. Hemochromatosis also results in cirrhosis. Other metabolic disorders like alpha 1 trypsin deficiency can also end up with cirrhosis.

There are different pathways of developing liver cirrhosis other than alcohol and viral induced, that remain otherwise the most common. Primary biliary cirrhosis or cholestatic liver disease are examples of conditions that can progress to cirrhosis.
