I live in great lakes area in u.s. when outside near woods today, swarms of black bugs all over, many bites on skin instantly turned red, welts, itchy. hours later, red spots and itching disappeared. were these mosquitos? or some other form of bug?

Sounds to me like black flies, but could be a different species. Regardless, multiple bites causing swelling, welts, pruritus, etc., might well need medical attention. Mosquitos are currently carrying West Nile virus, and perhaps other infections. Discuss with your doctor, but also contact State Health Department for further information.
