Are imported vaccines less fresh or less effective than locally made ones?

Hard to say. The primary goal is to get a vaccine at full potency. If it is shipped under proper conditions and handled properly all vaccines from any source should be at their peak potency when given. Poor quality attention to shipping/storage/use can make any vaccine a dud no matter where it is made.
