I'm 30 years old, so my heart rate should be at most around 150 when i'm exercising, but it easily goes over that when i play basketball, and not too intensely either. is this bad? should i stop playing basketball?

Where did you get your safe rate numbers? The generic safe sustained heart rate for exercising is cited as 220-age in years. The number you list would be appropriate for a 70 yo. Your other health factors may make your personal safe rate different from this. Consult your doc for what you need to do.

Agree with Dr. Ferguson. Make sure you are properly hydrated before exercising. Drink enough water daily so that your urine is mostly colorless. It is good that you exercise. Wish you good health!
