I am 22 and 300 pounds and have some chest pain every once in a while is this likely from my obesity or some kind of congestive heart failure?

Majority of chest pain is caused by musculoskeletal causes, but heart can always be the cause and cannot be ignored. Losing weight in your case will help, congestive heart failure is not causing chest pain, obesity may contribute to heart failure later in life.
