It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. If you have herpes, it could be an eruption. If you are sexually active, it may be from hard thrusting. Menstrual pad and tight pants are unlikely explanation. If it does not resolve in a week or so it would be prudent to see a doctor.
