Not a simple answer, as ability to function during a focal seizure may be illusory or misinterpreted by an observer. If there is indeed true focal epileptic activity, a search for a source, such as a brain tumor, is indicated. And the afflicted person should be treated with anti-epileptic drugs. If this indeed is incomplete, see a neurologist ASAP.
