Even though Telogen Effluvium typically lasts only about 6 months, it is not an exact measurement. The hair loss may taper off getting slower and slower with new hairs growing in more and more. Normal hair loss is about 50-100 hairs per day. If yours is below 30 than you are over the loss period. Remember that hair growth starts at the root and it may take time to see the new hairs.
