No, HIV is not transmitted under described circumstances. The location of your lesion, under the nail, makes the cut prone to typical skin infections and the sound should be cared for/ watched cautiously until healed completely.

Agree with Dr. P. You are not at risk of getting HIV. You may apply triple antibiotic cream, available over the counter, to the raw area. Keep it covered with a bandaid to prevent trauma to the wound. Wish you good health!
