My son came home from a trip to pa. he has what looks like a bruise that is white in the center. he said he fell on his arm there but i thought it could be a tick bite?

A bruise or hematoma appears likely on description and that will be consistent with trauma. A coincident insect bite cannot be ruled out, but usually appearance is different.
