The risk for HIV is extremely low but Hep C infection is still possible because HIV is easily killed with the disinfectant(s) but not Hep C virus. However, in order to contract to Hep C virus you have to assume the equipment had been contaminated with Hep C virus before it was used for you so it is still a long shot.

You have a very low risk of contacting HIV or Hep C. Most nail salons are inspected by the state. They use sterile instruments. I suggest you find a Salon that uses liners and has an autoclave sterilizer.
