One of my friend's father has an enlarged liver and his platelet count is 70,000. what can cause this kind of condition?

Low platelet counts are the result of decreased production or increased destruction/use. Potential causes are numerous and could be related to the enlarged liver or be totally separate. Proper evaluation and testing must be done to find a cause.
