Can i do a liver biopsy if the platelet count is 57, prot time is 15.1, inr is 1.2, ptt is 33.6? will that cause excessive liver bleeding?

Can petechiae, unexplained bruises, light rectal bleeding, and heavy periods be indicative of vWD or clotting disorder? had 3 normal cbc's, normal pt/ptt/inr. doctor referred me to hematologist for suspected vWD. wasn't sure if vWD can cause petechia?
