Possible emerging impingement problem such as adhesive capsulitis or rotator cuff tear. But alternatively, there may be a problem within the brachial plexus. Testing for hypothyroidism and diabetes plus MRI of shoulder might be approaches. If no answer here, EMG of arm might be done to assess thoracic outlet. First, consult with orthopedic surgeon.
