If a rash appears in the same area, but goes away by itself or after a week of topical steroids, and doesnt reappear for months or longer, is it unlikely to be squamous cell carcinoma? is that persistent and so wouldnt go away with topical steroids?

While the described behavior would be highly atypical for a cancer to respond to steroids, rare conditions that involve inflammation around a tumoral site cannot be ruled out. Best would be to take also pictures of the site when irritated and when not and see your doc to have a resolution and better plan overall.
