Would a patch of squamous cell carcinoma in situ/bowens disease respond to a topical steroid and go away, but later come back in a few days? or would it not respond at all? what would a differential diagnosis be for an irregular red face patch be?

It is not feasible to provide a meaningful opinion without examining you and maybe talking a biopsy. it would be prudent to see a dermatologist.
