Miss 2 periods. first transvaginal ultrasound was normal, took 1 month after missed period. recent transvaginal ultrasound was also normal but showed multiple peripherally located follicles. hormones like fsh, and lh normal. what does it mean ?

Follicles are what your normal egg production will trigger, arising from the substance of the ovaries. Some will never release an egg and remain derelict. I would assume this is what they might mention during a report on what is a normal study.

Menstrual irregularities are not uncommon and anovulatory cycle is a common cause. If you miss more than two periods it would be time to see your doctor.
