Depends: There are a number of factors in feeling rested. Sleep quality is important- restful sleep must be continuous, and not impaired by alcohol, caffeine, or environmental factors like television or other distractors. People under stress or with mood issues, e.g. Depression/anxiety, also can feel fatigued despite sleeping. Finally, sleep disorders like apnea can impair restful sleep. See pcp for workup.

Overall sleep: Three things 1) make sure it is not just 2-3 days a week that you are "catching up on sleep" by burning the candle both ends the other nights. 2) see that you are sleeping continually and not having broken sleep by snoring, apnea, waking up to urinate, etc. 3) look at your mood. Sleepiness can be sign of depression.
