You are either not exercising enough to burn off what you eat or eating more than you can burn off at your exercise level. Almost certainly the last one. Try app Cronometer and it will become clear. It will track your calories in and out.

If your belly seems to correlate with weight gain, diet will have to be reviewed as well along with gradually increasing exercise intensity. Other times fluid may collect specifically in the abdomen, called ascites and that will have to be ruled out with your family doc. Ultimately, pregnancy if possible, will have to be ruled in or out.

Keep a diary of all that you eat and drink for two weeks, every bit and every sip. Then reduce your intake by one third to one half. For healthy diet: http://www.choosemyplate.gov/., exercise 30 minutes/day, drink enough water daily so your urine is mostly colorless, have safe sex, no tobacco alcohol weed or street drugs.
