A normal TSH and free T4 suggest that your thyroid function is well balanced, not too high and not too low. This may be called "euthyroid." These are independent of the thyroglobulin protein. More commonly, the antibodies against the thyroglobulin or the thyroid peroxidase protein are found. These can be seen with abnormal thyroid function or may accompany normal thyroid function for years.

I wonder you are referring to thyroxine binding globulin (TBG) instead of thyroglobulin. Your TBG level is expected in normal range. When TBG level is low, T4 level may be reported low. However, free T4 level is still in normal rage in that case.
