Your doctor is right: Your thyroid is withering and the pituitary is secreting a lot of TSH to kick start it. Since your free T4 is normal, there is no reason to add thyroid replacement until the thyroid ceases to produce T4. However be sure to follow up on your appointments and contact your doctor if you have symptoms pointing to low thyroid (fatigue, constipation, intolerance to cold , weight gain etc)
