No need to until teeth erupt. Once teeth erupt, you should gently brush tongue 1-2 times a day but don't need to constantly wipe milk away. Likely you will cause more irritation than receive any benefit.

As long as it is definitely breast milk, no, you don't need to do that. Sometimes a yeast infection on the tongue can cause what looks like milk to stay there all the time, but is actually not milk and will not rub off. If that happens, please contact your baby's doctor as that needs treatment.
