I'm 21 weeks pregnant. from 8-9 days i'm feeling movements in my lower abdomen while eating only otherwise no movement or pulling sensation. is it baby movement or intestines movement?

Could be both: The important clue is this only occurs while eating which would make it intestinal. Fetal movement has been described at this stage of pregnancy as "fluttering" not associated with eating. As you progress later into the 2nd trimester of pregnancy, fetal movement will be more defined to you and recognizable.
