Heel pain: It takes a while for the body to heal and this may be normal for you. Suggest orthotics and strapping to give more support and discuss with your surgeon.

Scar tissue: Patients that don't recover from plantar fascia with bone spur resection usually develop scar tissue. With all my patients, I have them go through an aggressive physical therapy with ultrasound, electrical stim, cutting edge laser therapy and finally have the patient do a rigorous stretching regimen. It should get better for you, it sometimes takes 4 to 6 months.
