CRADLE CAP: Seborrhea or cradle cap is common among infants. Use tar shampoo and use a fine comb to remove it.

Yes: This sounds like cradle cap or scalp seborrhea,which is very common in infants. You can put baby oil on the area 1/2 hour prior to shampooing and then shampoo with a baby shampoo. That may loosen the scales for her. This usually goes away after a couple of months even without treatment.
