Weight loss ?'s: First, do any cardio exercise AFTER doing 45 minutes of walking (about 3.4 mph, without shortness of breath) at least 3x weekly, or your metabolism will not function on aerobic pathways, only on anaerobic. Be scrupulous on not adding carbs to calorie intake, avoid alcohol, and do not eat within two hours of bedtime. This takes time, so be patient.

Not losing weight: You are likely eating more calories than you r burning. Get the app Cronometer and enter all you eat/drink and exercise and you will see where he problem lies.
