Good day my dauger of 1 have a very bad rash. making a kind of red "mark" can this be lactose intolerance?

DOUBT IT: Lactose intolerance is a simple gut issue where the person does not make an enzyme needed to digest lactose. If by "red mark" you mean her bottom is red from irritation that might be related since intake of lactose will trigger acidic poop. Otherwise I don't see it having any skin issues related to the process.
