Sounds : Like topical allergic reaction to laundry or bath soap. It could be anything else, too, that comes in contact. If you have any systemic symptoms such as fever, fatigue, joint pains, etc, the rash could be a manifestation of a problem with your internal organs, so go see a doctor if rash persists or if you have any other symptom.
