Probably normal: There are a number of reasons to feel various textures at or on the cervix such as ectropian and nabothian cysts. That would be normal.

A cyst: One, why are you feeling your cervix? Seriously, if you have normal annual paps, then the most likely cause is a nabothian cyst, which is a common knobby mucous cyst that may come and go on the cervix. They are normal and common.
