His pediatrician: Or GP would be best in addressing his issues. His documented medical history, immunizations, current conditions and treatment will all be needed aside from the rash. More important a physical exam is needed as many times infections are responsible for rashes in children, pictures otherwise remain suboptimal in assessing a rash and an in person visit with his pediatrician is recommended.
