Can a sudden rapid heartbeat be the first symptom of a panic/anxiety attack, or must there be other symptoms first and then rapid heartbeats? heartrate suddenly went from 70 to 96, then dizzy. 15 minutes later, back down to 80?

All normal: All of the heart rates you mention are normal heart rates and would be normal variations from minute to minute. They do not signify anything is wrong, and do not signify symptoms of a panic attack. Elevations in heart rate associated with panic attacks are out of a normal heart rate range, unless you usually have a bradycardia as your normal heart rate.
