My daughter is 10mos ols she had her 2 lower front teeth at 7months and this time only 1 tooth upper front erupted. is that normal?.. or it should erupt in pairs?

Yes: Tooth eruption is quite variable with some first teeth not coming until a year. The average kid starts at 4-6 mo, but those who erupt late eventually get them all in. I wouldn't worry about it.

Eruption pattern: Baby incisors erupt within a month of each other. Delay may indicate a normal genetic variable or a problem. Standard of care is that all children have 1st Dental appt at eruption of 1st baby tooth, but no later than 1st b'day. If 2nd upper central incisor has not erupted by 1 month after other central incisor, make appt w children's dental specialist, a Pedodontist, growth & development expert.
