I DO NOT THINK SO: I am not sure how it works in South Africa but in the United States I do not believe someone can get oxygen therapy with out a doctor's prescription. Additionally I have not heard of oxygen therapy for hypertension. I would suggest lifestyle changes like good health diet and exercise and medications if needed as hypertension left untreated is very serious/dangerous

Oxygen not therapy : If your oxygen blood saturation is low than supplemental oxygen may be needed. Otherwise it can be harmful. Oxygen supplementation is not therapy for hypertension. Appropriate medication and life style changes will prevent heart attacks and strokes
