Today i noticed a small dry patch on my face, after examining it in the mirror it seems that me messing with it caused it to turn into tiny pinprick size red spots. i get eczema from time to time could this be that?

Could Be: The most common type of Eczema is atopic dermatitis which is a condition wherein patches of skin become inflamed, itchy, cracked, and rough. It is very likely that these tiny pinprick red spots on your face are an outbreak of Eczema. Steroid creams should be used with caution on the face since it can cause skin thinning. Use only on the patch itself and for the least time possible to get relief.
